Dr. Meaghan Callahan Receives PennHIP Certification
Congratulations to Dr. Meaghan Callahan for receiving her PennHIP certification.
We now have four PennHIP certified veterinarians, Drs. Armstrong, Clarke, Callahan, and Welborn.
There are no other veterinarians in Hillsborough County that are PennHIP certified.

Dr. Clarke, a Tampa native, earned his Bachelor’s degree in Wildlife Ecology and Conservation and his Doctorate of Veterinary Medicine from the University of Florida in 2006 and 2010, respectively. He joined Tampa Bay Vets at Pebble Creek Animal Hospital in 2012 and helped bring All Creatures Animal Hospital into the Tampa Bay Vets family in 2017.
Dr. Clarke is board certified in Canine and Feline Practice by the American Board of Veterinary Practitioners, with professional interests that span internal medicine, oncology, and endoscopy. He holds a certification in flexible endoscopy from the University of Georgia and is certified in PennHIP imaging for hip dysplasia detection. Additionally, he has earned his Cat Friendly Veterinarian and Human-Animal Bond certifications through the American Association of Feline Practitioners and the Human Animal Bond Research Institute, and is a Fear Free certified veterinarian.
Beyond his clinical practice, Dr. Clarke serves as the Vice President of the American Animal Hospital Association for 2024-2025 and is actively involved in committees for the American Veterinary Medical Association and Hillsborough County, Florida.
Dr. Clarke and his wife, Kim, are proud parents to their son, Hudson, and share their home with Standard Poodle, Stella, an Irish Setter, Emma Rose, and a lively cat, Monamie. In his free time, he enjoys equestrian activities, backpacking, cheering on the Lightning hockey team and Gator football, and, most importantly, spending quality time with his family.
Dr. Welborn was the valedictorian of his 1976 graduating class from King High School here in Tampa and as a President’s Scholar, he earned an undergraduate degree from the University of South Florida. Dr. Welborn graduated with honors from the University of Florida College of Veterinary Medicine in 1982.
He is Board Certified in Canine and Feline Practice, is a Certified Canine Rehabilitation Therapist and Certified PennHIP Veterinarian as well as a Distinguished Practitioner Fellow of the Veterinary Medicine Academy, National Academies of Practice.
Dr. Welborn is a past president of the American Animal Hospital Association and is Chief Executive Officer of the Veterinary Management Groups (VMG) and Chief Veterinary Officer for Covetrus.
Wildlife and underwater photography, cycling, and attending Tampa Bay Buccaneer and Florida Gator football games are among his favorite activities.
