My budgie got attacked by another budgie and was bit on her wing and at the joint of her foot and got a lot of feathers taken out around the neck and face. She was not bleeding but It looks pretty bad and I am wondering if I could put neosporin on the wound?

Neosporin is not the best treatment for your pet.  If there are deep bite wounds, systemic antibiotics (ie those given by mouth or by injection) are best. Since birds have such thin skin, bite wounds can easily damage underlying tissues and inject bacteria deep into the body.  A thorough physical exam by an experienced avian (bird) vet is needed and then proper wound care can be started.
